SOAR TO SUCCESS / February 2018 / Core Business Strategies Once the President chooses from the multiple recommendations he receives, he makes his recommendation to Congress. The US Department of Treasury is primarily responsible for drafting the President’s tax recommendations which they then send back to the President for review. Once the President and his staff have made their final revisions, it gets sent to Congress as formally proposed legislation. Senators or State Representatives may also propose a new law which is referred to as a bill. Once Congress approves the bill and sends it to the President to be signed, it then becomes law --- provided the President actually signs it.
